there are at least five very good reasons to vote ``no'' on this ill-advised constitutional amendment. The first is that it is a classic example of pure political posturing. At the very beginning of this session of Congress we passed legislation, a rule that said that we would require three-fifths votes to raise taxes, and every single time that rule was to apply, the majority had the rule waived. So we cannot even abide by the rule that exists now, and we want to make it into a constitutional amendment so that we cannot even waive the rule. Imagine what would have happened with all of the tax legislation that passed for the last 20 years if we had had this rule. There was only one minor piece of legislation that would have passed. Second, it is fiscally irresponsible. It makes it almost impossible to raise revenue to reduce the deficit, whether it is to cut capital gains taxes, which would increase revenue in the initial years, or particularly to close corporate and individual tax loopholes. We cannot do that under this legislation. Third, it really shows contempt for the wisdom of the Founding Fathers.
