In his directive granting the United States Information Agency independence, independence which would be eliminated by this bill, President Eisenhower empowered it to explain imaginatively the correlation between United States policies and the legitimate aspirations of other people of the world. Now is not the time to tear the United States Information Agency from that appointed task. President Eisenhower knew what he was doing. He would vote against this bill, but he would certainly support the amendment offered by the gentleman from New York [Mr. Ackerman].
