My colleagues, this is an opportunity to show what we are all about. Do unto others as we would have them do unto us. Let's make this money available. Let the Northeast repair itself, heal itself, get their economy back on its feet, and start returning revenue to the Federal Government. The fact is that these Northeast States contribute more to the Federal Treasury than they get out of the Federal Treasury. So let's get this done in the national interest. I want to recognize Chairman Rogers' leadership, the very good work that Mr. Frelinghuysen from New Jersey has done and, of course, the work of Mrs. Lowey. This is a good bill. It's urgent that we pass it. Let's get this done. These negative amendments that try to take away money to make ideological points simply are out of order right now. Let's heal this wound. Let's let this economy in the Northeast get back on its feet, and we'll all be better off as a Nation.
