When title I of this bill comes up, Mr. Chairman, I plan to, and in fact I think the gentleman from New Mexico [Mr. Schiff], the gentleman from Virginia [Mr. Davis], and several others, I am one of the sponsors as well of an amendment that will clarify that ACIR would carry out that function.
