Unfortunately, while this Subcommittee took a leadership role in approving the establishment of these two agencies, as well as providing the fiscal resources for the Department of the Interior's reorganization of its OCS management functions, the Congress as a whole has not made a single fix to the legislative shortcomings identified in the Commission's report.
