Reclaiming my time, I understand that the gentleman wants to make that point. I understand the challenges that are faced in the area that he represents. I was similarly confused, though, when there was a substantial amendment to strip funding for environmental mitigation between the Homeland Security and Interior Departments that the gentleman previously suggested and, I think, was successful in doing. So I don't know, it's not an area that I'm particularly familiar with. I am becoming more familiar with it; but, again, I'm not sure that this amendment does anything other than draw attention to the issue. I yield back the balance of my time. The Acting CHAIR.
