The fact is we know we can do this. We can get a good appropriation bill. We can make surgical cuts and we can agree on those surgical cuts. But let's not try to put together a dump truck that includes in it every possible controversial issue that we know we can't resolve. That's not in the long-term best interest of the American people, and, in fact, it ought to be an embarrassment to our appropriations process. So I would hope that we would vote against this continuing resolution simply because it's only a 2-week CR. We can do better.
