I thank the Chair, and I thank my good friend from Virginia. I would remind my good friend from Alaska that the U.S. Atlantic Fleet is based at the Norfolk Naval Base, and operates in the same waters that this legislation proposes to sell for oil and gas development. Filling this area with drilling rigs is a bad idea. Now, we have been told verbally and in writing that there should be no lease sales in 72 percent of this lease area because it's in direct conflict with the operations of the Navy. Five percent, in addition, would interfere with aerial operations and should not host permanent surface structures like drilling rigs. There is another 1 percent that would have site-specific stipulations. Then you're left with 22 percent, and much of that 22 percent is dedicated to the shipping lanes for the country's two busiest commercial ports: Hampton Roads and Baltimore. There are other areas offshore, I'm sure, that are also important to the Armed Forces, but we are responsible for Virginia. We know the situation there. We are not going to jeopardize those jobs. I would say that national security interests ought to trump oil and gas development.
