I understand that, I say to the gentleman that I do not think that is the problem. That is why I am going to vote for this resolution, because the issue is not a 7-year balanced budget; the issue is how you get there, whether you cut taxes when you cannot afford to, and what we do to people dependent upon Medicare and Medicaid and student loans. That is the issue. We ought to clarify the issue. I think that issue ought to be a national referendum. But in terms of submitting the budget, I think that will be done, I think it should be done, and I think that the Democrats will support that.
