Mr. Chairman, despite my high regard for the ranking Democrat on this committee and what I know to be her intent, and from her perspective improving this bill, I think it is only the responsible thing to do to put on the record how the Democratic White House, the people who have worked on reinventing government, on attempting to streamline government, the people who, in fact, on a day-to-day basis, were vested with the responsibility of carrying out the contractual obligations of the United States receiving bids, granting contracts, and, in fact, carrying out the laws that we entrust with them. The Department of Defense, the executive branch, really need to be heard from on this bill. I think the most important sentence in the statement of administration policy, which is dated today, September 13, 1995, says, the very first sentence, the administration supports House passage of H.R. 1670 as reported by the Government Reform and Oversight Committee. So, Mr. Chairman, while I understand the good intent of this amendment, the fact is that this amendment would change the legislation as reported by the committee and, thus, the Clinton administration does not support this amendment.
