If we are at a surplus and we can afford to, we can go ahead and do it. We cannot now. That is why we are in the situation we are in now. It was President Reagan's tax cut in 1981 that created the debt that we are burdened with. That is why we are here, we are stuck, why the Government is shut down. If it was not for the interest on the debt that was accumulated by the 1981 tax cut, we would be in a surplus today.
