Well, Mr. Chairman, I can understand where my very good friends are coming from. They represent a lot of professional and very responsible fishermen. And I know they know what they're talking about. On the other hand, NOAA does, too. And NOAA has been successful. They have been successful from Alaska to Florida in allocating assigned limits to various fishing entities that were at serious risk of losing their fishing stock.
