The reality is that this is a bad bill. There may be some good people who have been involved in putting it together. I like the distinguished chairman of the subcommittee, but the fact is that this would severely restrict our government's ability to improve the quality of our air and water. It would substantially cut programs that, I think, many of the American people take for granted. Our environment will be despoiled by this bill if it becomes enacted, so I would strongly urge that this body vote against it. With that, I yield back the balance of my time.
