“Mr. Speaker, this is a good piece of legislation. It is a commonsense solution to a problem which faces today's workers, and that is how to balance the time that must be spent working and the amount of time available for family matters, personal responsibilities, recreation and leisure. But, unfortunately, once again the opponents of change are misrepresenting the intentions as well as the effects of this legislation. I continue to be amazed by some who believe that all employers are bad people who are always looking for ways to cheat their employees. As chairman of the Committee on Small Business, and the impact of this is going to be great on small business, I have worked with many small and some large businesses. I know firsthand that most employers have a deep and genuine concern about the people who work for them, and they want to do everything they can to satisfy their employees' needs. Why? Because they have learned that this concern is reciprocal. Employers who treat their employees with kindness and respect are paid back with loyalty and a commitment to do the very best job possible.”
