as Chair of the authorizing committee for the Small Business Administration, I rise in strong support of H.R. 3814 and commend the gentleman from Kentucky, Chairman Rogers, for the excellent work he has done on this appropriations measure, as well as the ranking member, the gentleman from West Virginia, Mr. Mollohan. Mr. Chairman, the Committee on Small Business has had a very good working relationship with the Commerce, Justice, State Appropriations Subcommittee. We communicated our priorities for funding vital SBA programs, and Chairman Rogers gave careful consideration to our recommendations. I am pleased to say that, in most instances, he accepted our recommendations. On Thursday, the Committee on Small Business completed its markup of H.R. 3719, legislation making significant changes and improvements to a number of SBA programs. These changes were needed to keep the subsidy rates on our loan programs low, to provide long-term capital to small business at the least possible cost, and in some cases no costs, to the taxpayer. In addition, the committee initiated several pilot programs to move the liquidation function from SBA employees to the private sector.
