I know that you share with me the hope that more such steps to expand State responsibility will be taken in the future.
It is fitting that we should pause each year to observe Bataan Day and to remind ourselves that liberty and justice are, indeed, worth whatever price we may be called upon to pay.
If there is one thing we want--I mean the United States wants--it is good, loyal friends, inspired by the same ideals of human dignity and decency that we ourselves cherish.
It is my purpose to make the papers and other documentary materials donated to the United States by the terms of this instrument available for purposes of serious research as soon as possible and to the fullest extent possible.
