I have no reason to believe that it would now be easy to achieve a treaty.
I desire that my papers should be made so available and believe that this can best be done through a Presidential archiv...
We must first define these tasks and then understand what we must do to accomplish them.
Frankly, I am hopeful that we may make progress on these great issues.
