I would say this: it should not be an issue.

People must meet and understand other people, and so doing make it ever more difficult for governments, responding to false prides or even worse, personal ambitions, to sustain dictatorships.

We must not be either patronizing, resentful, or treat them as a stranger or enemy.

For over six decades we have worked together to create and maintain strong democratic institutions.
