I think that the leadership on the subcommittee, the gentleman from Texas [Mr. Bryant] particularly, but also the gentleman from Pennsylvania [Mr. Gekas] and other Republicans, were very constructive in trying to work this out as well as they possibly could. It is not a perfect bill, but it is a good, productive, first step. It starts us down the road toward opening up the governing process to the sunshine and closing down the public perception that gifts and meals to legislators are traded for time and favors. While I do not think that is true, the perception out there in the country is that it is true, and I think this is a good, tough set of rules to begin the process to make us more accountable.
