we have had a discussion with the Senator from Minnesota, Senator Wellstone, and with both Senators from Illinois, and I think we have worked out an arrangement where the Senator from Minnesota would withdraw his second-degree amendment, I would modify my amendment, and I think it would then be acceptable. In my view, it would be not the President's policy. But if that is what the Senator from Minnesota understands and interprets in maybe discussion with the administration officials, I am just trying to support the President's view. If it should turn out that it is not the President's view, I guess they can deal with that on the House side. That would be my guess.
