I might also ask the Chairman if he would agree with me that our Nation's security depends on the mission-readiness and retention of our citizen-soldiers, and that for the total force to function effectively, we must make certain that these men and women, their families, and employers have needed support while they prepare for, carry out, and eventually return from active military service.
