Sometimes we forget, and some people think Serbia must be like the former Soviet Union, a third- or fourth-rate power. Compared to Bosnia, they have about 300 tanks; Bosnia has about 10. It is 10 to 1 everywhere else. That is why they have a big advantage. To those who say they are worried about maybe escalating the violence, I suggest that all of the violence is on one side now. There is no opportunity for the poor Bosnian Moslems to defend themselves. Again, I visited with their Vice President yesterday, Mr. Ganic. He understands that we are not going to involve American troops. He would even understand some who say 'no airstrikes.' But what he cannot understand is why we are not willing to give them a chance to defend themselves. I do not know how you explain that to somebody.
