I want to underscore the remarks made by the majority leader. This was a very tough bill. In some years it never comes up because it can go on for week after week after week. The fact that Senator Kerry and Senator Helms were able to work together, as they demonstrated last night in disposing of 22 amendments which did not require bringing people back here at 10 o'clock, is an indication of, I think, a good working relationship and willingness to work out some of these very difficult problems. So I want to add my commendation to that of the majority leader's to both the distinguished Senator from Massachusetts, [Mr. Kerry], and the distinguished Senator from North Carolina, [Mr. Helms]. I think it is a good indication, it is a good start. It is the first bill we have had this year. I hope it is an indication of working together. We are going to have the rest of the year this next bill, there will be amendments, but we will not have any delay. We hope to finish it by tomorrow evening.
