I am not going to send the amendment to the desk, because I have already discussed it with the majority leader, and we do not surprise each other. That is how the leaders are able to work together. But this amendment that I will offer at an appropriate time, unless there is some resolution of it, will address congressional hearings in the so-called Whitewater-Madison controversy. I think it is important that we understand that we do have a responsibility in Congress for oversight on a whole host of things. If we do not want that responsibility, we could offer an amendment to repeal all the oversight obligations Congress has, because certainly we have one here. In fact, there are about five different Senate committees, and I do not know how many House committees, which have jurisdiction over matters that have been alleged in the so-called Whitewater-Madison controversy. It is my hope that we can, at the appropriate time, address this concern. The American people, I believe, want the facts. I can speak not with any great authority, but I was the chairman of the Republican Party when Watergate started. I know how the White House viewed it as a little, third-rate burglary.
