Nothing in this section shall be interpreted as authorization of deployment of U.S. forces in the territory of Bosnia and Herzegovina for any purpose, including training, support or delivery of military equipment. Mr. President, yesterday the President announced a new initiative to broaden the use of NATO air power to protect United States declared safe havens in Bosnia. In my view, such a move is welcome and long overdue. However, the President's initiative did not include an effort to lift the arms embargo against the Bosnians. President Clinton said he favored lifting the arms embargo, but did not believe our allies would support such a move. Nothing will change unless America takes the lead, and that is why I am offering, with my colleagues on both sides of the aisle, legislation to lift the embargo today.
