Let me just underscore what the Senator from Kentucky has said. Again, I think we started initially this last December 21, so here it has been January, February, March, April, and we are about to go on a recess and be back on June 7. So I think any fair judgment would say, ``Jiminy, you Republicans are pretty timid.'' We offered one amendment a couple of months ago. We tried to negotiate. We are making some progress. So I hope everybody will understand that if we do not work it out when we come to the floor and offer an amendment, it is not that we just rushed out here the day after somebody made some allegation. In my view, we have tried to be cooperative. We have tried to listen to the views to respect the authority that Mr. Fiske has, but we also have some responsibility. And it is in the law and it is in the Constitution and we are in the U.S. Senate and it is our responsibility, too. If we cannot work it out, we will just have to do what we have to do. And if the Democrats want to vote it down the next 2 months, let them vote it down 4, 5, 6, 7, 8, 9 times. Let them vote it down. Then I think we will get a better understanding.
