This isn't just a matter of border security--it's a matter of National security.

by number of sources- Mr. Chairman, I rise in support of H.R. 6 and would begin my comments by heaping accolades on the gentleman from Michigan [Mr. Kildee] and his staff and the entire staff of the Committee on Education and Labor for their hard work and diligence. I would also like to commend the gentleman from Michigan [Chairman Ford]. I think his legacy is served by this legislation and by legislation like direct loans and Goals 2000. Mr. Chairman, last year the House Education and Labor Committee began the task of reexamining the Federal Government's programs to assist elementary and secondary schools in our Nation. The committee 13 months ago began crafting a comprehensive reauthorization of the Elementary and Secondary Education Act of 1965 that provides local education agencies with more freedom in how they use Federal education dollars. In exchange for this flexibility, we will now demand greater educational achievements in our Nation's schools. We are not saying unfunded mandates, we are not requiring States to do all kinds of new things; we are challenging our schools and our teachers, going into this new century, to meet some higher standards.2 sources1994govinfo.gov
- I rise to commend the gentleman from New Jersey (Mr. LoBiondo) and the gentlewoman from Florida (Ms. Brown) for their bipartisan work on this bill. I also rise to express my support for the Coast Guard Authorization Act and commend the chairman, the gentleman from Alaska (Mr. Young), and the ranking minority member, the gentleman from Minnesota (Mr. Oberstar), for reporting to the full House a balanced and bipartisan measure to meet the requirements of the United States Coast Guard in providing for a wide variety of maritime activities throughout the broad scope of law enforcement, humanitarian, and emergency response duties. I also commend the committee for working in a bipartisan manner to increase funding in the bill by $300 million above the President's request to ensure that the Coast Guard can continue to operate in a complex and dangerous maritime environment characterized by rapidly changing security threats at home and also abroad. The Coast Guard's counter-drug missions are critical to achieving the national drug control strategy goals: to detect, disrupt, deter, and seize illegal drugs that kill 15,000 Americans and cost the public more than $110 billion each and every year.2 sources2001govinfo.gov
- I offer this amendment in the spirit of bipartisanship on behalf of the gentleman from Iowa [Mr. Ganske], the gentleman from Minnesota [Mr. Minge], and the gentleman from Wisconsin [Mr. Neumann]. This is a bipartisan amendment to try to save the administration some money. My amendment, the amendment offered by the gentleman from Iowa [Mr. Ganske], this bipartisan amendment simply says that NASA can no longer spend $15 million to send to Russia to send monkeys up into space. Many people sitting in their living rooms might be turning their volume up right now and saying, we do what? We send hard-earned taxpayers' dollars from NASA to Russia, when they should be using rubles to send monkeys up into space? Mr. Chairman, I do not think we should be doing that as we work toward a balanced budget, as we make tough spending cuts here in America. This Bion program, as it is called, sends monkeys up into space of 14 days at a time.2 sources1996govinfo.gov
I am confident that as our partnerships continue to grow in the form of information sharing, manpower, and monetary support, more lives will be saved.
I want to emphasize that we can quantify results in a number of ways, but there is one metric we can't account for, and that is the number of lives that have been saved.
Air-conditioned garbage trucks, Anderson, and, also, body armor for dogs. How is this helping us fight the war on jihadist terrorism more effectively?
If my children were to receive this report card, they would have to repeat a grade. We can't afford to repeat the lessons of 9/11 and the losses of 9/11.
No, it is not. In fact, Anderson, al Qaeda attacked us in 1993, waited patiently seven years, wanted to be more spectacular, wanted to kill more people.
We need to make sure that the national intelligence director is a director with strength and authority and presidential access, not a czar.
We need one person in charge, one person with accountability, one person with responsibility and the president's ear to be able to manage, hire dire, have an appropriation budget, and direct the activities of the 15 different agencies that…
It is a crescendo type activity that is causing the CIA director to have, so to speak, his hair on fire. Why aren't we seeing a commensurate reaction out of FBI and Justice to try to meet this threat?
Mr. Speaker, oftentimes motions to recommit are both partisan and procedural. This motion is neither one. It is not partisan in that it is a reflection actually of the substance of a bipartisan agreement arrived at by members of the…

I rise in support of strengthening retirement security in America. Congress should act now to clean up executive mismanagement and check corporate greed that is responsible for the loss over $175 billion in pension savings. In my home…
I rise to express my serious reservations about H.R. 5005, creating the new Department of Homeland Security. On the occasion of this historic vote, I wish to express my concerns about the Administration's proposal and implementing…
I think that this country is in dire need of a homeland security department, and I hope and pray that the President's proposal will work. But I think that it will not. While I do not know what I am going to do yet on final passage, I have…
I offer an amendment which is bipartisan, by Democrats and Republicans, to create a bipartisan commission, a blue ribbon commission, to look back at what happened prior to 9-11 and fix the problems, not through a political witch hunt, not…
this amendment I think is noncontroversial and has been worked out previously with the distinguished chairman and the ranking member who have supported this. It is to establish a civilian linguist reserve corps. First of all, I am very…

I would just engage the majority leader a little bit further on this particular bill in saying that the committee reported this unanimously out of the committee a month and a half ago in a bipartisan fashion after we worked very hard on…
It seems to me when the majority leader points the finger at the so-called other body for not doing its work, it comes on the tail of a workweek, so-called workweek, that we have had here of a half an hour on the floor Monday, we were out…
there is an old saying about getting prepared enough to address a problem, and it goes something like this: Nero fiddled while Rome burned. Well, the House Republican leadership has not even picked up the fiddle to address some of the…
