We appreciate Rep. Luke Messer's thoughtful approach to this challenge, and the interest in increasing access to the GI Bill for those who earned it.

This bill is just a common sense, bipartisan bill that provides greater flexibility in the way our veterans can use GI Bill benefits.

Income share agreements are not the answer for everybody, but I think they are the answer for more people than are currently being served by them now.

Bottom line is --

our Federal higher education policy is largely built on access and providing greater access to every American.

We already have school choice if you can afford it.

It's wrong, and it's long past time that we do something about it in America.

I believe in school choice, because I trust America's parents.

If we really care about our kids, we need to do something about it.
