I think President Ghani, the National Unity Government, is on the way to doing that.

What are we going to do with this person? Would we--we hope for the best, but we plan for the worst.
I think the people of the country want a better answer than that when you're talking about the people we're dealing with.
I want to make sure that one of your main focuses is getting that number to zero.
The National Guard and Reserve are a critical source of many of the capabilities required in ongoing operations and contingency surge requirements both abroad and at home.
I think we not only have to win the battles, we have to re-acquire the hearts and minds of the people there.
