Today we celebrate President Ronald Reagan's birthday. During his administration, President Reagan rekindled our Founding Fathers' guiding principles of limited government. In his inaugural speech President Reagan reminded Americans that "we are a nation that has a government--not the other way around." I began my congressional service under his administration. I came here sharing Reagan's vision of American renewal. Today, his insight continues to drive the work of the 104th Congress as we press for less spending, less taxes, and less regulation. His philosophy echoes in the mandate Americans sent Congress in November. His values provided the underpinnings for the Republican Contract With America. Under decades of liberal leadership, the Congress forced the American people to carry the weight of a bloated, wasteful government. Under Reagan's leadership the American people found relief from the liberal tax-and-spend machine and a sense of national renewal. During the 97th Congress, President Reagan initiated the line-item veto by choosing to hold the line on wasteful spending.
