every person guilty thereof shall for each offense be fined not less than $200 nor more than $1,000, or imprisoned not more than six months, or both;

It has been the policy of the Administration not only to respect but to encourage the continuance of an independent government in the Hawaiian Islands so long as it afforded suitable guaranties for the protection of life and property and maintained a stability and strength that gave adequate security against the domination of any other power.
It was given in a generous spirit, and I think the result of it has been that our relations with that brave people, whose history is so full of martial achievements and prowess, as well as with the sister Republics of South America, are more friendly.
