The influence and interest of the United States in the islands must be increased and not diminished.
I felt that the honor of our country and of the Navy had been touched, and that nothing was left to us but, in a quiet and dignified and yet firm way, to insist upon suitable redress.
A serious question would be raised as to whether these officers were not at once legislated out of office and vacancies created.
