The celebration of the two hundred and fiftieth anniversary of the incorporation of Woburn, which is to be held on, October 7, is an event of such interest that I would have been glad to accept the invitation of the committee to participate in the exercises which your citizens have planned.

In response to the resolutions of the Senate dated December 20, 1892, and January 5, 1893, respectively, I transmit herewith a report from the Secretary of State of the 10th instant.
He was a patriotic citizen, a lover of the flag and of our free institutions, an industrious and conscientious civil officer, a soldier of dauntless courage, a loyal comrade and friend, a sympathetic and helpful neighbor, and the honored head of a happy Christian home.
It is hereby ordered that the following tracts of land in the State of Minnesota, viz: Fractional section 33 in township 152 north, of range 32 west, and fractional sections 4, 9, 16, 17, 19, and 20, and section 21 in township 151 north, of range 32 west, be, and the same are hereby, reserved from entry and sale as public lands and added to the Red Lake Indian Reservation, as a part of the same for the use and benefit of the Indians thereof, with like tenure as the other lands now included within the reservation, according to the terms of the agreement negotiated with said Indians by the Chippewa Commission, in accordance with the provisions of the act of Congress approved January 14, 1889 (25 Stats., 642), which agreement was approved by the President March 4, 1890.
The first and second and the third and fourth of these provisions are reciprocal in their nature
