When we talk about vulnerable populations, as we have built our programs, it is something that--and I have some disagreement with my State colleagues on this--nobody disagrees on the importance of getting this right.
In order to ensure ready responders, we must make certain that adequate programs are available and that sufficient access is available to those training programs.
