the bill that I chaired that had sufficiency language goes back something like 8 or 9 years. There was no sufficiency language after that. It was done for one time only. Yet there is sufficiency language for the amendment that was introduced by the gentleman from Arizona [Mr. Kolbe]. The people of the State of Arizona, the environmental community is deprived of the opportunity of protesting because of sufficiency language.
