I certainly agree with the statement made by the distinguished gentleman from Illinois. My district also will suffer from the lack of Section 8 housing. As the gentleman said so eloquently, there is no shortage in the need for Section 8 housing. The gentleman from Louisiana, the chairman of the committee, said that these funds that were deleted were excess. The gentleman from Illinois is right. There is no excess. The $2 billion that were taken from the program in this bill are not going to be put back in the next budget because there will be a $7 billion shortfall in Section 8 housing in that budget. And so the $2 billion that are out, I fear are out for the balance.
