I think that does not vitiate the error that took place in not having waived the rule of the House for NEA, as was done for the other programs. For 10 years we have brought our bill to the Committee on Rules asking for a waiver of all the unauthorized programs. When the gentleman from Massachusetts (Mr. Moakley) occupied the Chairman's seat now claimed by the gentleman from New York (Mr. Solomon), he gave this waiver to NEA and we brought it to the floor and we handled it successfully.
