1998 marks the centennial of Guam's relationship with the United States. As the gentleman knows, during World War II, Guam was the only American territory occupied by the Japanese. The people of Guam were steadfast in their desire for Americans to return to the island. The Japanese were aware of this loyalty. As a result, many islanders were persecuted and tortured for their loyalty to the United States. The gentleman from Guam (Mr. Underwood) has stated his concern that, unlike other Americans, the people of Guam have never received full reparations for the atrocities they experienced during World War II. He has fought for recognition and eventual reparations to the people of Guam.
