I think what ought to be done is for the chairman and for me to take this problem into the conference and see if we can get more money, rather than to rearrange the way it is distributed; let us try to get more money so we can provide the money for the tribes that have followed the new rules. But we do need more money in order to take care of all the tribes, I do not think there is any question about that. But to rearrange it so some money goes to your tribe and none for the others, I think is unfair.
