If the House does not pass a transportation bill, and passes another short-term extension, to be honest, in a State like yours, Senator Collins, where you have a very short construction window because of the weather in Maine, it will be very difficult for your State DOT to really do anything big in your State.

The President this year in his budget proposed using the Highway Trust Funds, plus the funds that have been used for Iraq and Afghanistan, half of those funds as a means to pay for his budget.
The challenge is just working through this, and making sure we get it right, and working with our colleagues at the White House.
