I would state an inquiry to the comments of the distinguished gentleman from Texas [Mr. Wilson], that in an article that appeared in the Wall Street Journal and New York Times about 3 weeks ago, China has asked several countries, excluding the United States, to participate in the first round of over $4 billion in investment going into China. Canada at this time has agreed to it, but Japan and Germany and other countries are presently considering it, seriously considering it.
