And my understanding of the amendment that is offered by the gentleman from Texas [Mr. Sam Johnson] and the gentleman from Tennessee [Mr. Duncan] is the schools would have a ready forum in the event a question arises, so instead of being barraged by letters from both sides, they could have a quick forum in the Federal courts.
