As I close out my time here, maybe both of you from State could comment on my view that we may be better off with the agreement, when it comes to proliferation, than we would be without the agreement with the UAE.
Unless we have their active cooperation, I just don't think that we are going to get any real traction in this campaign.
I think Senator Risch made a good point about the fact that an agreement like this could provide better opportunities.
