What good does sanctioning do if you do not do anything about it when a country like this takes the action it did?
It just seems to me that why bother doing this? In fact, if anything, I think it undermines us by doing something like this and then it not having any consequences.
I guess if I was sitting in Iran I would say the U.S. sanctioned us--so what. What do we care?
It sure seems to me that it would be very difficult to argue that there is not backsliding going on.

If I was another country I would say well, look, the U.S. asked them not to dock.
