I say to the Senator from Mississippi, that is precisely the issue that caused us to put into this legislation a request--not a request, but a requirement that the committee report will address what impact does a mandate have on both the public and the private sector and what sort of impact could it have on that competitive balance between the two of them, because nothing here is done that would in any way cause the private sector to be adversely impacted by this legislation. That is why I think you see such strong support for this bill by hundreds of the organizations that represent small business and industries throughout the United States. So, again, we have addressed that question of competitiveness and also, if we were to provide funds to the public sector in an area where they are also seeing the private sector carry this out, that that would cause unfair competitive advantage.
