I have said before there is a reason why NIH is called the National Institutes of Health.
Tom Harkin
The Public Record
Tom Harkin is a former U.S. Senator from Iowa who served from 1985 to 2015. A member of the Democratic Party, Harkin was known for his advocacy on disability rights and health care reform. He played a significant role in the passage of the Americans with Disabilities Act and was a strong proponent of mental health services and education initiatives. Throughout his tenure, Harkin focused on issues affecting working families and rural communities in Iowa.
But we have no idea how many are compensated just monetarily or how many are compensated with stock or stock options.
Do you have any idea how many NIH scientists have received stock as compensation for consulting work?
I think that also is a problem because compensation is one thing, but having stock in a company and you are hoping that stock goes up, in other words, goes through the roof, that is quite another thing.
Do you believe that stock ownership in companies with NIH-funded research presents an ongoing conflict of interest that should be looked at differently in a code of ethics, differently from direct compensation?
And as Winston Churchill said, a democracy is a very terrible system except when compared to every other system.
It is Senator Specter who has said many times that it is the crown jewel of our Federal Government.
We take pride in the fact that this was a truly bipartisan effort, spanning two presidential administrations.
I believe there will have to be some very substantial remedial steps taken to make sure that the wall of separation between public duties and private gain is maintained.
The grave difficulty is that the regulation on overtime pay will cut back on compensation to many workers in America.
I think we ought to get this bill out of here, send it into the countryside, let people see it, and come back in February rather than taking Sunday, Monday, Tuesday. Let us, as I said, take a week or two to get into this bill, debate it…
Right now, sometimes in America almost 25 percent of a family's income comes from overtime pay. That is taking away family income. It is taking away time from ones family. And, it is reducing the need to hire additional workers. That is…
I offered that amendment. Guess how many Republicans supported it. Zero. Zero. Not one Republican supported it. Now what I hear they want to do is they want to change the rules to prevent cloture on judges, lifetime appointments. But on…
I still believe in that, that after a month's period of time, after extended debate, there ought to be 51 votes and move legislation.
I concur in this approach and also assure my colleagues of my support for continued funding for education in the FSM and RMI under this new authorization.
I applaud their efforts to protect this Nation's food supply and minimize the suffering of nonambulatory animals. The clarification I have concerns animals raised by farmers and then custom processed so that all of the meat and meat…
I would also point out to my colleagues that the 2002 farm bill provided specific direction for the Department to pursue grant making for integrated research, education, and extension in key areas related to rural and agriculturally-based…
I believe, as do the majority of scientists, that global climate change is occurring, and is due in part to human activities. I also believe that the U.S. has a responsibility to provide international and domestic leadership on this issue…
Lastly, the Forest Roads Working Group, which includes Wildlife Forever, Trout Unlimited, Wildlife Management Institute, Izaak Walton League of America, Outdoor Industry Association, the Wildlife Society, and International Paper, also…
There are 14 out of 100. So women are drastically underrepresented in the body. They are underrepresented on the Supreme Court. Women have made great strides. Fourteen is more than there were when I came here--there were only one or two at…
