I would just make the point that I listened to a lot of discussion about something that we well know around here is prosecutorial discretion. We don't have the resources to prosecute every law breaker and we know that law enforcement has to use that discretion on those resources. This, though, is the President's policy. This is the President's policy of administrative amnesty that's implemented through the White House, through Janet Napolitano down through Director Morton and his Morton memos, which are amnesty. They said, we don't want to enforce the law. We want to have comprehensive immigration reform, which we know are code words for amnesty, and they are bringing it about through an executive administrative amnesty in the same way as they are trying to implement cap and trade rules through EPA rules and regulations. {time} 1820 I would add also they have a responsibility to enforce the law. It says in article II of the Constitution: He shall take care that the laws be faithfully executed. This Constitution doesn't give an exemption. It doesn't say you're going to enforce the ones you like and not the ones you don't like. We have to adopt this amendment so that we do direct the law. I would urge its adoption, and I yield back the balance of my time. The Acting CHAIR. The question is on the amendment offered by the gentleman from Iowa (Mr. King).
