If I may interject, am I not correct in that, I believe it was in 1992, President Clinton, at that time running for office, made a statement very, very close to Speaker Gingrich, where he basically said the Health Care Financing Administration, HCFA, the bureaucracy, not Medicare, not the program but the bureaucracy, was not working as good as it should be and something should be done about that?
