If my colleague would yield, for the reasons that we have outlined tonight and in previous special orders, there is broad support by a number of organizations for this. I have eight pages here in fine type of endorsing organizations for both the Patients' Bill of Rights and the Patient Access for Responsible Care Act. With your indulgence, I will just read through a few of these. These are all organizations that have endorsed this type of legislation: The Alzheimer's Association, the American Academy of Child Psychiatry, the American Academy of Emergency Medicine, the American Academy of Pediatrics, the American Association of Respiratory Care, the American Association of Nurse Anesthetists, the American Association of Pastoral Counselors. I am obviously not hitting all of these organizations on this list, just selecting a few, so for those that I do not mention, forgive me.

September 11 did change this country. As we were just discussing here on the floor, all of us have very vivid memories of September 11. We see images seared into our minds of airplanes flying into buildings, those tall World Trade Center…
