As a representative of a rural district--not as big as some of them but nonetheless pretty darn big, 12 to 13,000 square miles, 24 counties--where coverage can often be dismal or nonexistent, I get around my district all the time.

Department of Education probably has to get more involved in this in terms of looking at the different states and what is happening in the different states.
